Mike C and the OPA are not registered certified licensed etc accountants.

They hired some.

Many casinos use Price Waterhouse Cooper to certify their payouts.

Bear in mind that OPA's accountants and PWC can only examine the data presented to them by the casinos. Casinos that undergo random inspections of integrity are those running under Isle of Man or Australian regulation:

Kahnewake and Antigua are two small sovereign entities that license casinos, but their gaming commissions have been unresponsive to player complaints in the past.

In fact, I have yet to hear from a single player that had a complaint acknowledged, processed, and adjucated in the player's favor.
