If the same "incentive" or bonus is offered to all members of the public who isit, then the employee of the other casino is most certainly entitled to it.

If the incentive could be construed to have been a special incentive, or "bonus because you work for the competition" then I most certainly think that this would NOT be ok.

If you work for Pepsi, go to a shopping mall where they are offering free Coke - is it unethical for you to have a free drink?
