That's not an advantage -- at irtually any casino if you win a lot right away you can call and ask for the bonus to be removed from your account. They'll happily do that - and wonder why you're gullible enough to give away money (except rare cases when the wagering requirements are so steep the bonus can't overcome the house edge).
In this case they advertise that "the biggest advantage" of their bonus system is that you can withdraw the deposit at any time. This implies that their bonus system is better than that of other casinos. If it's not, then this advertising is deceptive.
Also, FYI risk-free bonuses are pretty common - take Intercasino as an example. Every month they have a monthly match bonus with wagering requirements of 20x the bonus amount. You can always withdraw the amount of your original deposit even if you didn't finish your wagering requirements. Of course they don't say outright that this is a "risk-free" bonus -- that would be inviting abuse.
