RTG software is "cheaper" than some of the others. Rate of return on investment and profit margin is one reason investors like it.
Players like the software too, but it's the con-men(women) who are attracted to the purchase and royalty Terms and Conditions.
Since RTG is headquartered in Atlanta, they can't legally have the same control over their licensees that other software providers have. Consequently, the licensees have more freedom ia contract to do as they will, so long as royalties are paid.
Bottom line is it suits RTG the way things are. If it didn't they would change things.
