I think Casino-On-Net fits your spec's, for the most part; their wagering requirements are extremely low compared to most casinos. Deposit $50, get 20% bonus ($10), and wager 2x the bonus amt.
However, I don't care much for the graphics on their baccarat: the results of each hand are posted for only a few seconds, and there is no way to tell how you're doing unless you keep exact track of your balance.
