I do not have the wrong idea about HA.

By HA I mean mathematical expectation of the game, which is the same theoretical alue for a given set of rules/software setup. It is a precise number.

Mathematical expectation is the same for one game or for million games. Yes, it can be changed for a day or two.

Looks like what you meant was the empirical average house win over some period of time.

Now if you are saying that one usually cannot know after a few dozen hands what is the mathematical expectation of their game, it is precisely my point.

Now as for your “sample of two weeks does not mean anything” statement, it is just not true in general. I can play 20 hands and have a definitive proof that casino is cheating. Just depends on the hands.

Casino marketing success does not depend on them cheating or not cheating it depends on existence of convincing public evidence that they are cheating. I do not see any public proof anywhere that they are cheating, and I do not see any proof that they are not.

Under this circumstances they are right to think that the public opinion would not change much no matter whether the HA is 0.39 or a little more. As long as the HA is not outrageously high, there still going to be someone who can honestly say, "I just won, the other guy just had bad luck". So the option for the casino not to increase HA is a purely moral decision.
