Not that it really matters. Like you, I tend to disbelieve it as true given the rarity of the event actually occurring.

When I try to calculate your problem, chance of hit 1 time exactly in 310 spin, for 38 wheel is 1 in 477 and 1 in 583 for 37 wheel.
The chance of hitting 1 or less in 310 spin is 1 in 425 for 37 wheel and 1 in 520 in 38 wheel. I got the same results from MS excel and Linux "open office excel".
Are you using normal distribution function to calculate the odds? It is ery inaccurate when the odds are ery small. Maybe you are using calculators instead of excel?
One of us got to be wrong.
