I assume you are playing single zero roulette. If you bet single number 310 times, the chance of hitting 3 times or less is 3.11%, or 1 in 32.

It's terrible terrible bad luck, but your sample is too small to prove its fairness. However if you bet on black or even number 20 times and it only shows 3 times, that would be a 1 in 530 event to have 3 times or less and you might have a case.
If you don't believe inter or us, go ahead and do a charge back. That way you will be banned forever from all cryptologic casinos and you will never loose again. IMO It's not fair to inter but, as it seems, you have serious gambling problem. Everyone deserve a second chance to start anew.
The more you bet, the more you loose. With house egde in play You don't even stand a chance to break even in the long run. You need some help to stop gambling for good.
