Again I will use Danish law as example. Your database/table/catalogue is protected as a whole but also a "significant part" of the database etc. is protected. Meaning you can't circumvent the rules by leaving out a few records.
In a subparagraph you even have protection of a "insignificant" part of the database if someone repeatedly and systematic is using parts of the database in an exploitve manner.
