They can set any payout on slots. It's legal even on Las Vegas as long as it's above the standard (80%?). While in online gambling there is no such a standard so they can set it to whatever it is.
However, they cannot set payout on keno. Your best bet is to bet $10 per hand, select 7 (payout 85.16%) on keno and see if you can win big or loose them all. With STD of 41.05 you might stand a tiny bit of fighting chance.
It's pointless to play other games in the beginning though. The more you play the more you loose.
BTW, when you are happy with your result and want to minimize the ariance, bet $1 on pick 2 Keno is your best bet. (payout 84.18% STD 3.33)
