Bethug, one thing needs to be made clear.

Casinos advertise a lot on their own - just look in your mailbox. They also get a lot of traffic from search engines - if you look at the arious keywords you will see the casinos themselves are heavily presented.

Many of them own portals these days - you can tell which usually because most of the time their casinos are the only ones advertised, or the only ones prominently advertised.

Look at Golden Palace - what percentage of their players do you think comes from affiliates? Do you think they would spend all that money on stunts if their income was affiliate based?

Most casinos get only a percentage of players from affiliates. 30% is quite common. The rest comes from adbuys and search engines and fake affiliate sites etc.

Of course affiliates need to clean up and represent only decent places to play. But you can't hold them responsible for the survival of bad casinos. There are a ton of bad casinos that don't even have affiliate programs and they are thriving too.

That said - you have a group of players all in one spot - why don't you start a service that approves portals? That is a way to make a difference there.
