I've played some Pontoon- and to answer your question, in a word - No. It's not rigged, at least I find it highly, highly doubtful.
While you did have a run of bad results, statistically it can happen, just as you can have a run of good results that don;t fit within the "norm".
There is probably someone out there with a big smile right now who played Pontoon and had a winning run that closely mirrors your losing one.
