If you had a free chip, I would think you should play that down to a zero balance before depositing.

Once you lose the free chip, your deposit play/cashout should not be affected by the freebie limitations.

Looks like to me depositing before zeroing the free chip would muddy your WR and game restrictions for the freebie. (cashout problems aplenty)
