Doing a chargeback when being ripped off is not fraud. The player has no intention to dishonestly deprive the casino of anything. The player could not be assumed to have a reasonable expectation to go through an ordeal to get what he deserves when he first entrusts his funds to the casino. Most players expected a fair game and prompt payouts from a casino, NOT hurdles when he tries to get his funds. Has the casino stated in the terms, "you should first file a complaint to XXX if we don't pay you" or more explicitly. "it is matter of manager's discretion on whether to pay you or not"?

Don't blame the player for hurting the industry, it is the casino who is doing it.
