A few Republican legislators in an attempt to get in good with religious conservatives picked the issue of online gambling to round out their conservative credentials and Bill Frist, a retiring Senator and probable presidential candidate used a procedural gimmick to insert the ban into an unrelated bill that HAD to be passed to avoid any meaningful discussion of the issue. These sort of dirty tricks are not particularly unusual when one party wants to force the other party to either vote against a bill damaging their reelection chances close to the election or accept a bill they don't like. The Democrats chose to be pussies about this bill and let it go probably meaning to take care of the issue later IF it ever helps them get reelected, otherwise they don't really give a shit.

Some of these legislators may very well be against ALL forms of gambling which at least means they aren't hypocrites but they also won't untuck their dicks from between their legs and act like men and come out against state lotteries and other forms of state sponsored gambling. Online gambling is an easy target because it never really was legal to begin with and no one is going to challenge them on it. But I've also read that this ban is going to be laregely unenforceable so the real problem is of course the sites banning Americans to assuage their shareholders.
