They could either proceed with the deposit and get the bonus knowing what they can play and how much they have to wager, or opt there and then to deposit without the bonus and have no restrictions.

I love this solution also - but there are too many popup blockers so maybe too many wouldn't see it. But reaching the customer just before they deposit is the right idea, I think.
