evodriverdo:The new legislation, the way it is worded, does not make placing bets online illegal for the person wagering. There is no specific language against the bettor. It DOES make it illegal for Banks/Financial institutions to knowingly transfer funds to a gaming site. As it stands now, they have no way of enforcing EFT/Bank transfers. That would require coding these transactions like they do for credit cards and it's going to take quite awhile for this to happen. The problem is if the sites pull out from the US market it won't matter. They can easily tell if you're from the US by your IP address. You would have to find a way to spoof that and open up foreign accounts. Not exactly sure the situation on 3rd party processors. Things might change, but as it stands, that's the way it is. Bob Goodlatte did an interview stating how he is still going to try to push legislation to update the wire act. Hopefully things don't get much worse than they already are.
