The funny thing about this that I just realized is that if you're talking about gambling, then the casino would definitely have to pay this person. Why?
Because you allowed him to bet. Their website always portray/promote that you're just like playing in your own live casino. Well, if a guy plays at a casino, he will be holding his own chips. Which is the case here. The casino has already allowed the bet and even accepted it when he loss. When he wins, they pay him in Chips as well, which is credits in his account. Now when he wants to change his Chips to CASH, they should totally NOT give him any reasons or whatsoever that he's not of age and etc.
Even in land based casino. If you have chips in your hand and you're caught to be under the legal age, then you're not tossed out totally. You'll be escorted to the cage to cashout whatever you have left (turn your chips into cash) and they shown the DOOR!!!
As I have stated before, eCOGRA is a totally useless organization which is funded TOTALLY by the casinos itself on its anually fees. If the casino SHOUTS a little louder at eCOGRA, I'm darn sure they'll run and cower and even say "sorry" to the casino. This is because the casino is part of their paycheck! Without the casino the people working in eCOGRA is gonna be "eating grass". I totally DO NOT believe that eCOGRA is actually working for the people, but rather listening to the casino and helping the casinos to solve small petty cases.
How many eCOGRA seals do you want? I'm ery sure I could produce the same seals that eCOGRA has with just a few clicks of the button. Their seal is just as useful as a bag of dirt. No wait, a bag of dirt is even more useful than their seal.
FYI, this is the definition of the word "BET"
Bet : An agreement usually between two parties that the one who has made an incorrect prediction about an uncertain outcome will forfeit something stipulated to the other; a wager.
Note : AN AGREEMENT [usually] between two parties!!!
