"Internally" must mean "between customer and casino", ie. without any further involvement from Montana.

What happens if the operator "responds against" the Montana/RTG ruling? I think that might be irgin territory. There is certainly no mediation higher than RTG themselves. Not a bridge to cross until absolutely necessary, I think. It would, however, make a mockery of the process if a licensee can ignore RTG's own rulings and continue in business. On that basis, I think the scenario is an unlikely one.

I would (politely) press Montana to clarify things a bit, ie. tell you their decision and what you can now expect to happen (assuming the decision is in your favour).

The fact that they say "...respond against the ruling" does certainly suggest the ruling is in your favour. I can't see it happening that RTG would find in favour of the casino, only to have the operator come back and say "I'm sorry, I'm against your ruling and am going to pay the player".
