Yes. Favorable game conditions are key to winning in blackjack (even more so than game selection in poker ?!).
The following are some of the thing you would look for when evaluating a game:
1. Number of deck. The fewer the better, all other ariables being equal. Why? It's pretty simple if you think about it: if I were to remove six 'ten' cards from a single deck you would have a lot of information as to the make up the remainder of the cards in the deck (it would be negative, and thus a poor gamble for the player)-- six 'ten' cards is 37.5% of the 'ten cards' in a single deck. However, taking the same number of cards out of an eight deck shoe gives us much less information-- that's less than 5% in an eight deck shoe-- not enough information yet as to how "rich" the remaining shoe is in ten cards to make any bet or strategy changes.
2. Penetration. This is what you alluded to with the house cutting off a certain number of decks at the end of the shoe. It ties in with the number of decks-- if they shuffle the deck or shoe before you have gained enough relevant information, you have to start over, and your counting was worthless.
3. Rules. I hinted at this above: since single deck blackjack is a much better game for the player the house will make rule changes to compensate. One of the worst is paying on 6:5 on a natural blackjack instead of the usual 3:2. Another commonly adapted rule seen everywhere in Las Vegas now except the high limit tables: dealer hits on soft 17 instead of standing (house gains an about an additional .21%). Other rules changes include restricting the number of times you can split, restricting the number of totals you can double on, etc.
