Poker Tracker doesn't allow you to see your opponents' hands. It just analyzes the data that your client (e.g. PokerStars.exe) saves on your harddrive and tells you how often the other players folded, called, raised, etc.
Any kind of software you're talking about is debatable if it even exists. Some claim it does, others that it doesn't. But Poker Tracker is not it, either way.
