Again, I`m not a lawyer, but yes, I believe so.

However, in the UK at least, you do have an appeal route. Casinos here are regulated by the Gambling Commission, and you can complain to them if you feel aggrieved. The Commission have ery extensive powers and can fine operators for irregular conduct, or even revoke their license and close them down.
