Since they give them away by the millions daily, PS does NOT buy back play chips. What would be the point; they make them out of thin air(literally) every time a new user signs up.
Payment is made however the parties arrange. Transfer to a PS meal money account, Paypal, green stamps, rools of pennies,whatever.
Yes, they are being resold, at a profit of $3-4 per million mas o menos to players too impatient, lazy, or inept to accumulate them the old fashioned way.
