The problem is that some of these "review" sites are run by bad affiliates, who are interested in signing up a load of new players as fast as possible. This will look a little odd to the casino if it differs significantly from the normal pattern of new depositing players. Many of these sites also review the best way to play out the SUB, so this will result in many of these already suspicious looking new accounts compounding matters by playing in a near identical manner. Mostly, they are guilty of nothing more than bonus hunting, rather than fraud.
The casino industry does not help matters by running contests among it's affiliates to see who can sign up the most new players over a given period, often a month or two - hardly a surprise that some affiliates do their best to get a large rush of new players through the doors through their site, which could explain all the factors that the casino believes makes this a case of multiple account fraud. (probably, one department, affiliate management, is not communicating with another, fraud detection). Of course, there could really be some fraud as well.
