My dictionary applet gives this for Fraud:
2. (Law) An intentional perversion of truth for the purpose of obtaining some valuable thing or promise from another.

The poker sites' T&Cs usually say something along the lines of one account per person/family/household. PartyPoker specifically states,

"You are prohibited from holding more than one (1) Account."

If you are representing yourself as a different person, you are committing fraud. You're right though, that a slick lawyer at a jury trial might get you off. Then again, Not Guilty doesn't mean the same thing as Innocent.
