Your questions aren't dumb, they've just been asked about a trillion times before . epassporte is preferred if you want speed to move your roll between poker sites, Party cash-outs to them take a couple hours. IGMPay goes directly to your bank account via EFT so it will take a couple working days to clear though they will let you play with the deposit immediatly in most cases depending on the amount and how new your account is.
Someone already pointed you to the FAQ, I'd also suggest reading the 101 guide, the web page and the post version. The Party site reviews also go over in detail the EPASS and IGMPAY bonuses and there's like a 15 page thread on each of them floating around too.
