Many things like cards you are getting and table condition determines your winning %. For example, my winning % is lot higher when I am playing 3/6 or 5/10 as compared to playing 1/2 because the play is tighter in higher level and I adjust my aggression accordingly. If anything, I'd say your VP$IP should be lower than 21%.
