I believe the conversion fees you are thinking about, are those charged by Neteller when it transfers funds to or from a site where your account is held in a different currency. So, if you have a poker account in GBP (like TotalBet of UKBetting), and a Neteller account in USD, then you will incur conversion fees from Neteller on each transaction in or out.

In the case of William Hill, it is possible to have your poker account in USD (as mine is), and therefore incur no currency transaction fees from Neteller. And the bonus is still the equivalent of 5 GBP per hour.
