Yup, I'm in dirty Jersey too, and I wasn't able to sign up at Intertops either when I tried a few months ago. Someone else here at BW.com said they were not allowed to either, and they lived in Nevada. Maybe it has something to do with the state licensed casinos...no idea otherwise.
