It's probably due to flutuating currency exchange rate, plus you loss a bit each time you convert from one currency to another, that's normal for any currency transaction.

I don't know if you can set up a Neteller account in US dollars, but if you can, it's highly worth it. You don't want currency convertion every time you deposit and withdraw from a site. It can add up quick.
