I don't see that it's all that lucrative.

In any case, they wouldn't use cookies. They likely store something in the Windows registry.

The reason they don't go by IP address is that ISPs reassign IPs to different users Dial-up users normally get a new IP every time they connect, and broadband connections often change at regular intervals (to help defeat people running servers on their accounts, among other things).
