yes they will use the same software. only difference is usually colors and possibly the people icons (if a network has those).
poker skin is typically referred to a particular site - i.e. betonbet is a skin of poker room.
poker network typically referrs to the entire network of sites that share the same software, players, etc.......i.e. poker room, hollywood, and holdempoker are all on the same network. plus i think this particular network is called teh poker network. others are ipoker, crypto, etc...
