Chip dumping can be a way to launder money. The prospect of terrorists, drug dealers and other shady characters transfering money without it being traceable concerns the US government. Enough so that there are serious on-going efforts to make internet poker illeagle - including enforcement methods that will hold your bank, credit card company and ISP potentially criminally liable. (Though I suspect that the church and US based casinos might be more excited about on-line poker than the CIA - but who am I to say.)

Anyway, Internet card rooms are vitally interested in keeping the game legal in the USA. That requires an active effort to prevent money laundering. Thus, no chip dumping.

There are other issues about chip dumping that might effect other players in a ring game or a tournament. Plus a big chip dump might cost the poker room more in Neteller-type fees than it makes off of rake in a small number of hands.
