Unless it is specially stated that "the players are poor at site x" then it means that the games are poor, i.e they are tougher to beat according to the data we have--flop %, pot size. Above average would mean that the games tend to show traits which make the game easier to beat-- higher flop %'s and larger pot sizes than normal.
