For $10/month you can get a dial up account with netzero. They have Canadian access numbers, phone companies like Vonage give free long distance to Canada. You can get a Canadian PO Box for $110/year.

You now have a Canadian mail and IP addresses. The only problem you may run into is if they ask for you to send a copy of your ID, but I've never had to do that.
