Gambling sites are nearly their whole business. They might block transfers from the Microgaming states if they think that's what's necessary to keep handling gambling transfers from the other states. You could also see them assert (as some poker sites have) that poker sites aren't covered. Or they could say that the law doesn't affect them and so they're already in compliance.

They'll try to do the minimum in any case. Anything that stops them from being the #1 gambling processor will run them out of business over the course of the next few years. After all, why do we use them now? Because everybody says "use Neteller". That advice will stop if half or more of the players can't use it. Party has options to stick around after banning Americans. Neteller really doesn't, even if their non-U.S. business is currently large.
