What people are failing to mention in all the discussion of the Neteller fallout is the reason that they got busted. It wasn't for funding poker sites. They were specifically busted for funding sports betting sites. This is, and has been for a very long time, a major violation of the US wire act.

It would seem to me that if an ewallet wants to capture the US market they just cannot fund sites that offer sports betting. Historically, all arrests made by the US Department of Justice in relation to internet gambling have been based on sports betting. I believe that US courts have even upheld the notion that there is nothing illegal about internet poker.

If I were outside the US right now, I would be scrambling to set up a company that would deal with funding poker sites only. With an eye toward all other legal internet financial transactions, of course. Gotta think big right.
